Included -- the challenges faced in completely rebuilding the Halfway Boulevard-Massey Boulevard intersection while allowing traffic to maintain flow to the County’s busiest malls and shopping centers. The Emergency Alert System, EAS, is being enhanced to provide broadcasters with information to transmit to their audiences. An Emergency Notification System, ENS will enable citizens to register to receive warning messages on land line phones, cell phones, through text messages, emails and pagers. On May 12th, Murray outlined the conservative, do more with less, Operating and Capital Projects budgets to County citizens. Murray talks about reductions the County has had to make in the light of state funding cuts, while continuing to provide quality services to its citizens. Homeowners were encouraged to build new homes, make additions, and install energy saving appliances, doors, windows, solar and wind systems, through incentives including lowered excise tax, reduced permit fees and recordation tax waivers for a three month period. The result—three times the new home starts than the same time period one year ago. All about this program in this edition of the program. The County’s Consolidated Booking facility means that the processing of people arrested by law enforcement in Washington County is in a single location, meaning the officers can more quickly return to patrol duties. The Consolidated 9-1-1 Center means that all public safety dispatching takes place from one location, rather than four. Complete radio interoperability is nearing fruition. Lewis talks about the two incidents, response from Fire and EMS companies, the Emergency Operations Center and interaction with state agencies. Lewis also oversees implementation of the County's Emergency Medical Services Master Plan. #1&lt;br /&gt;The Washington County Board of C&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;ounty&lt;/span&gt; &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;Commissioners&lt;/span&gt; took a balanced budget totaling $309 million to public hearing on May 22&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;nd&lt;/span&gt;.
