2011 saw a number of changes, for the better, to Washington County’s roads system. Rob Slocum, Public Works Deputy Director for Engineering and Construction talks about major projects completed or ongoing. Included -- the challenges faced in completely rebuilding the Halfway Boulevard-Massey Boulevard intersection while allowing traffic to maintain flow to the County’s busiest malls and shopping centers. Work continues on other road projects and rehabilitation of the Devil’s Backbone Dam is nearing completion. Also—a report on the 2011 winners of the County’s “Reduce, Reuse, Recycle” Awards.

Washington County Emergency Management officials are improving ways that citizens of the County and region can be notified of impending emergency situations affecting weather, traffic on the interstate system, and localized events. The Emergency Alert System, EAS, is being enhanced to provide broadcasters with information to transmit to their audiences. An Emergency Notification System, ENS will enable citizens to register to receive warning messages on land line phones, cell phones, through text messages, emails and pagers. Director of Emergency Services Kevin Lewis explains the new systems and how to register.

Total operating and capital expenses are balanced at $290.7 million for FY 2012.

Washington County is taking steps to correct a problem that has surfaced with its recycling program—dumping of ineligible items at recycling drop-off points, and littering the sites when bins are full. The rehabilitation of the dam in Antietam, Creek at Devil’s Backbone Park will satisfy requirements of the Maryland Department of the Environment, the Maryland Historic Trust and Citizens’ groups. The Transit Transfer Center contract was awarded recently, and work has begun on that project in Downtown Hagerstown. The aging Trego Road train station, in danger of collapse into the roadway, has been demolished through a joint County-state project. A new method of calculating property tax rates affected tax bills that went out on July 1st. Some municipal residents saw as much as 12 and a half cents reduced from the tax portion which the County collects. Murray talks about the “Tax Differential” and about other new tax programs that may benefit County Citizens.

Recreation Director Jaime (JAMIE) Dick talks about the registration process, new programs, special events, and league play for youth and adults. Of interest is replacement of the indoor track at Hagerstown Community College’s ARCC, home of the REC that will impact some programs. Plus--if you live in one of Washington County's 9 municipalities, your property tax rate will go down effective with tax bills on July 1st. The Washington County budget for Fiscal Year 2011, which begins July 1st, has been completed and taken to public hearing. On may 4th County Administrator Greg Murray delivered the budget presentation to the public at Hagerstown Community College. This year’s total budget, balanced at 547 million is almost 51 million less than 2010 due to state cutbacks and other economic issues. Murray talks about challenges the county faced this year.

‘This time on Commissioners’ Comment, Director of Washington County’s Permits and Inspections Department Dan DiVito talks about the Residential Stimulus program pout into place by the County Commissioners to help create jobs in a sector of the local economy hard hit by the recession. Homeowners were encouraged to build new homes, make additions, and install energy saving appliances, doors, windows, solar and wind systems, through incentives including lowered excise tax, reduced permit fees and recordation tax waivers for a three month period. The result—three times the new home starts than the same time period one year ago. All about this program in this edition of the program. Plus—a heads up to those traveling into and out of Washington County on I-81 and U.S. 340. The Maryland State Highway Administration plans to make repairs to bridges over the Potomac on both of those highways this spring and summer.

In this program , Washington County Sheriff Douglas Mullendore talks about re cent improvements to public safety for the citizens of the County and the region. The County’s Consolidated Booking facility means that the processing of people arrested by law enforcement in Washington County is in a single location, meaning the officers can more quickly return to patrol duties. The Consolidated 9-1-1 Center means that all public safety dispatching takes place from one location, rather than four. Complete radio interoperability is nearing fruition. Law enforcement, public safety and county personnel will be able to utilize the same radio frequency, improving communications in times of emergency.

County Recycling Coordinator Harvey Hoch talks about new initiatives for Recycling that include Styrofoam packing material and insulation, kitchen oil and grease, and recycling of electronics. The ten-year plan for solid waste and recycling is being updated, and a series of public meetings will be held in May. New methods for recycling are needed, Hoch says, as the drop off bins in 16 locations county-wide are being overwhelmed with the volume of recyclable materials.

Hal Lucas, Director of the Sierra Nevada Corporation’s Integrated Missions Systems location at Hagerstown Regional Airport talks about his company’s $70 million contribution to the Washington County economy. Lucas cites Washington County Government’s pro-business stance as a prime reason for his company’s growth, from 35 employees to 424 employees, and one hangar site to 5 corporate sites on the airfield, over the past few years.

Kevin Lewis was named Director of the Washington County Division of Fire and Emergency Services on June 10th, by the Board of County Commissioners. Lewis, who served in the Acting Director Capacity for the past 6 months, was called on to manage two of the larger emergency incidents in recent years, the Boone Hotel Fire in February, and the severe wind storms of June 4th. Lewis talks about the two incidents, response from Fire and EMS companies, the Emergency Operations Center and interaction with state agencies. Lewis also oversees implementation of the County's Emergency Medical Services Master Plan. That plan is underway and Phase I is nearing completion, Lewis says.

1. After 16 years as a Washington County Commissioner, 12 of those as President, Greg Snook is leaving office. On November 9th, County Commissioners past and present, County staff, Greg's Family and other well-wishers gathered to commemorate his leadership and service. Comments from Economic Development Commission Executive Director Tim Troxell, Julianna Albowicz, Western Maryland representative for Senator Barbara Mikulski, and Washington County Free Library Director Mary Baykan about Greg's work as a Commissioner.
