Washington County is taking steps to correct a problem that has surfaced with its recycling program—dumping of ineligible items at recycling drop-off points, and littering the sites when bins are full. County Recycling Coordinator Tony Drury and Sheriff’s Deputy Alan Matheny present a plan to the Board of County Commissioners to make the public aware of responsibilities that come with this free service, through creation of a televised public service announcement and other means. In this edition, Washington County Public Works Director Joe Kroboth talks about three projects that have begun or been completed this summer. The rehabilitation of the dam in Antietam, Creek at Devil’s Backbone Park will satisfy requirements of the Maryland Department of the Environment, the Maryland Historic Trust and Citizens’ groups. The Transit Transfer Center contract was awarded recently, and work has begun on that project in Downtown Hagerstown. The aging Trego Road train station, in danger of collapse into the roadway, has been demolished through a joint County-state project. Also—County Clerk Vicki Lumm on County Advisory Boards and Commissions and the need for applications.

On this program, County Administrator Greg Murray, guest on a recent Hagerstown Television program on Antietam Cable Channel 6, talks about the new property tax rate structure for persons living within town or city boundaries. A new method of calculating property tax rates affected tax bills that went out on July 1st. Some municipal residents saw as much as 12 and a half cents reduced from the tax portion which the County collects. Murray talks about the “Tax Differential” and about other new tax programs that may benefit County Citizens.

Recreation Director Jaime (JAMIE) Dick talks about the registration process, new programs, special events, and league play for youth and adults. Of interest is replacement of the indoor track at Hagerstown Community College’s ARCC, home of the REC that will impact some programs. Plus--if you live in one of Washington County's 9 municipalities, your property tax rate will go down effective with tax bills on July 1st. The "Tax Differential" will lower the county portion of property taxes collected in the City and the towns by 12.5 cents per $100 of real property value. Hear about it here!

The Washington County budget for Fiscal Year 2011, which begins July 1st, has been completed and taken to public hearing. On may 4th County Administrator Greg Murray delivered the budget presentation to the public at Hagerstown Community College. This year’s total budget, balanced at 547 million is almost 51 million less than 2010 due to state cutbacks and other economic issues. Murray talks about challenges the county faced this year.

‘This time on Commissioners’ Comment, Director of Washington County’s Permits and Inspections Department Dan DiVito talks about the Residential Stimulus program pout into place by the County Commissioners to help create jobs in a sector of the local economy hard hit by the recession. Homeowners were encouraged to build new homes, make additions, and install energy saving appliances, doors, windows, solar and wind systems, through incentives including lowered excise tax, reduced permit fees and recordation tax waivers for a three month period. The result—three times the new home starts than the same time period one year ago. All about this program in this edition of the program. Plus—a heads up to those traveling into and out of Washington County on I-81 and U.S. 340. The Maryland State Highway Administration plans to make repairs to bridges over the Potomac on both of those highways this spring and summer.

In this program , Washington County Sheriff Douglas Mullendore talks about re cent improvements to public safety for the citizens of the County and the region. The County’s Consolidated Booking facility means that the processing of people arrested by law enforcement in Washington County is in a single location, meaning the officers can more quickly return to patrol duties. The Consolidated 9-1-1 Center means that all public safety dispatching takes place from one location, rather than four. Complete radio interoperability is nearing fruition. Law enforcement, public safety and county personnel will be able to utilize the same radio frequency, improving communications in times of emergency.

Education highlights include national honors (U.S. Superintendent of the Year), for Dr. Betty Morgan, four nationally ranked high schools, and major renovations to the Washington County Free Library. Challenges lie ahead in tough economic times, Barr says, and outline4rs what the County is doing towards austerity in budgets.

The Board of County Commissioners has adopted a Local Residential Construction Stimulus Plan, designed to help the flagging construction industry in the County by offering potential home owners incentives of about $10,000 to build a new home. Creation of jobs is the ultimate goal for the plan, and Permits and Inspections Director Dan DiVito talks about details of the plan, how excise taxes, permit fees and recordation taxes will be used to provide the incentives. DiVito talks about the downsizing of his department in light of the economic downturn.

He talks about the major accomplishments of his tenure with the County and how he thinks local government will fare in times of state a federal budget cuts.

Gaming Office Director Jim Hovis talks about this year’s fund, the application process, and how his office ensures accountability. The Gaming Tax is applied to “tip jars” and other amusements in the County and helps reduce taxpayer contributions to these agencies and organizations.

On this edition of the program, Washington County Recreation Director Jamie Dick talks about summer programs in the parks and in the recreation centers. Registration for programs is limited, and citizens are urged to sign up soon.

County Recycling Coordinator Harvey Hoch talks about new initiatives for Recycling that include Styrofoam packing material and insulation, kitchen oil and grease, and recycling of electronics. The ten-year plan for solid waste and recycling is being updated, and a series of public meetings will be held in May. New methods for recycling are needed, Hoch says, as the drop off bins in 16 locations county-wide are being overwhelmed with the volume of recyclable materials.

In this edition of Commissioners’ Comment, Washington County Public Works Director Joe Kroboth talks about the infrastructure improvements and repairs the County made during calendar year 2008. Bridge projects included the Funkstown stone arch bridge, scheduled to open December 15th, one month before the project completion was projected. The major road accomplishment, Maugans Avenue and U.S. Route 11 intersection, was completed on time and is open to traffic. Kroboth talks about projects coming up in 2009, including more bridge rehabilitation projects and the re-working of the Halfway Boulevard/Massey Boulevard intersection at Valley Mall.

1. Georgene Charles, Chair of the Antietam Illumination Committee discusses the forthcoming 20th annual Illumination event. 23,000 candles are lit in luminaries along roadways within Antietam National Battlefield at Sharpsburg, commemorating each casualty of that Civil War battle in 1862.
2. Hal Lucas, Director of the Sierra Nevada Corporation’s Integrated Missions Systems location at Hagerstown Regional Airport talks about his company’s $70 million contribution to the Washington County economy. Lucas cites Washington County Government’s pro-business stance as a prime reason for his company’s growth, from 35 employees to 424 employees, and one hangar site to 5 corporate sites on the airfield, over the past few years.

October is Disabilities Awareness Month nationwide -- The Washington County Disabilities Advisory Committee to the Board of County Commissioners assesses needs of citizens and makes information on those needs available to the public and the Comissioners. On October 8th, Michael Dalto, project Director for the Employed Individuals with Disabilities Program (EID) of the Maryland Department of Disabilities spoke at this year's forum on Health Care and Disabilities, and outlined the basics of EID--which helps folks with disabilities retain Medicaid health benefits while working.

Washington County Commissioner Kristin Aleshire is young, outspoken and dedicated to local government. Aleshire talks about getting information about government to the people, and combatting misinformation and disinformation about the Board and its intentions.
Aleshire discusses the Funkstown Bridge repair project, the PATH project--a massive power grid upgrade that will impact ciounties in West Virginia and Maryland, and the County's role in current zoning, annexation and development. Aleshire says that having served as Town Planner for both Middletown and Myersville in Frederick County, then 6 years as a Hagerstown City Councilman and now as both Town Manager for Myersville and a County Commissioner, provides a different perspective to the job of governing Washington County.

Kevin Lewis was named Director of the Washington County Division of Fire and Emergency Services on June 10th, by the Board of County Commissioners. Lewis, who served in the Acting Director Capacity for the past 6 months, was called on to manage two of the larger emergency incidents in recent years, the Boone Hotel Fire in February, and the severe wind storms of June 4th. Lewis talks about the two incidents, response from Fire and EMS companies, the Emergency Operations Center and interaction with state agencies. Lewis also oversees implementation of the County's Emergency Medical Services Master Plan. That plan is underway and Phase I is nearing completion, Lewis says.

Spring is here, and that means the start of County construction season. Division of Public Works Director Joe Kroboth talks about the $5 million pavement maintenance program, paving strategies and outcomes. Several major road projects will get underway, including realignment of the U.S. 40/Mount Aetna Drive intersection. Maugans Avenue will be finished this year, and bridge projects will keep County contractors busy as well. In light of a Commissioner's Goal to make County Government more efficient and cost-effective, Kroboth talks about why and how the Engineering Department was recently split into two new departments.

Communications Maintenance Manager Pete Loewenheim talks about the purpose and progress on Washington County's $20 million Public Safety Communications System. Construction of facilities to house the communications equipment, which will allow all police, fire and government services in the County to communicate with each other using a single system, is underway. A public information meeting is set for March 26th at Pleasant Valley Elementary School in the southern Washington County. Loewenheim explains the purpose of that meeting.

After planning and construction for 8 years, the ribbon was cut for the 1500-foot extension to the Hagerstown Regional Airport main runway on November 30th. Deputy Secretary of the U.S. Department of Transportation Thomas Barrett, Senior Senator Barbara Mikulski, State Senator Don Munson, local contractor C. William Hetzer and HGR Director Carolyn Motz all talk about why the project will be of economic benefit to Washington County. At 7,000 feet, the runway is the second longest in Maryland.

October is Disabilities Awareness Month in Washington County. Secretary of the Maryland Department of Disabilities Cathy Raggio talks about employment for people with disabilities, at the Western Maryland Disabilities Forum held on October 15th in Hagerstown. MDOD staffer Michael Dalto details the Maryland Employed Individuals with Disabilities Outreach Project and help available through the state's Technical Assistance Program, which provides assistive equipment to enable people to work and live independently. The Washington County Disabilities Advisory Committee sponsored the event, along with local partners.

U.S. Senator Ben Cardin announced a $2.9 million grant to Hagerstown Regional Airport in cooperation with Senator Barbara Mikulski's Office in a Press Conference on August 7th, 2007.
Cardin and Juliana Albowicz, Western Maryland Representative for Sen. Mikulski, talk about the ecoinomic benefits the airport provides. Representatives of three of the more than 50 businesses at the airport talk about opportunities for economic growth at the facility.

He serves as a member of the Governor's Task Force on water quality for Maryland, has authored state regulations, and is widely respected for his knowledge of environmental issues. Murray talks about the recently completed budget, about the new Department of Environmental Management, and on directions County government will take over the next 4 years.

October #2 It has been one year since John Latimer, IV assumed the post of Director of the Washington County Division of Fire and Emergency Services. During that time a number of changes to the Division have occurred, along with changes in how Washington County government interacts with the Volunteer Fire and Emergency Service companies. A study of funding needs and methods is underway; will a fee for service structure for Fire and Emergency Services be necessary? Planning is a constant process, Latimer says, and explains the process for receiving federal and state assistance in time of disaster.

Washington County Agricultural Land Preservation Specialist Eric Seifarth talks about several programs that provide easement payments for farmers in order to preserve farmland from development. Easement values and Fair Market sale prices for farmland tripled over the past 4 years, with easement values near $8,000 per acre in Fiscal Year 2006. A Transfer of Development Rights (TDR) program is also discussed.

Now that the Primary Election is over, questions about voter eligibility for the November General Election are answered by Election Board Office Director Dorothy Kaetzel.
