In this edition, Washington County Government’s reorganization last spring led to the creation of the Division of Plan Review and Permitting, which combines services formerly found under departments within separate divisions. Division Director Jennifer Smith talks about the Division’s mission, and how it will help streamline the permitting process. New environmental regulations will cause changes in how land is used. How the Division will deal with these regulations is outlined.

In this program, Washington County Director of Public Works Joe Kroboth talks about County highway, building and infrastructure projects. This summer commuters will have a new centrally located bus transfer terminal in downtown Hagerstown. The historic Dam at Devil’s Backbone Park is underrehabilitation, the Washington County Free Library construction begins and roads are being paved county-wide. In addition, travelers can fly direct from Hagerstown Regional Airport to popular vacation destinations in Florida and South Carolina.

On This Commissioners’ Comment, County Administrator Greg Murray takes the Fiscal Year 2012 Washington County Budget to Public Hearing. On May 12th, Murray outlined the conservative, do more with less, Operating and Capital Projects budgets to County citizens. Murray talks about reductions the County has had to make in the light of state funding cuts, while continuing to provide quality services to its citizens. Total operating and capital expenses are balanced at $290.7 million for FY 2012.

Featured programs include Consolidated Booking, how the new interoperable radio communications system, is working out, and Sheriff’s Department goals for the coming fiscal year.

Airport Director Phil Ridenour talks about the challenge his staff faced and surmounted in bringing the service back to HGR. Stan Rydelek, Marketing Director for Direct Air and Tours talks about 737 jet service to Lakeland, Florida and Myrtle Beach South Carolina starting in June. Washington County is taking steps to correct a problem that has surfaced with its recycling program—dumping of ineligible items at recycling drop-off points, and littering the sites when bins are full. County Recycling Coordinator Tony Drury and Sheriff’s Deputy Alan Matheny present a plan to the Board of County Commissioners to make the public aware of responsibilities that come with this free service, through creation of a televised public service announcement and other means. Commissioners Bill McKinley, John Barr, Terry Baker, Jeff Cline and Ruth Anne Callaham ask questions during the presentation.

Department Director Kevin Cerrone discusses changes in vendors for the SSTAP Taxi Voucher program, new Holiday hours or operation this year, Coming changes—a new Transfer Center in Downtown Hagerstown, new style buses, and a change in the bus routes to make the new Meritus Hospital accessible to users of the system. The County has a new Board of County Commissioners. Terry Baker is President, John Barr is Vice-President. Three new members of the Board, Ruth Anne Callaham,. Jeff Cline and Bill McKinley are introduced.

If you drive on Washington County Roads you encounter bridges, large and small. There are nearly 300 structures ranging from a simple culvert to the five bridges spanning the Potomac and Washington County maintains 276 of them. Safe and well maintained bridges—a full time job for the Division of Public Works and its Division of Capital Projects-Engineering. October was Disabilities Awareness Month in Washington County and across the nation,—a time when citizens recognize the contributions of people who have disabilities make to society. The Disabilities Advisory Committee assists the Board of County Commissioners by assessing needs and recommending courses of action. Committee Chair Peggy Martin talks about that function and The upcoming 5-year needs assessment survey. Also—General Election information.

The rehabilitation of the dam in Antietam, Creek at Devil’s Backbone Park will satisfy requirements of the Maryland Department of the Environment, the Maryland Historic Trust and Citizens’ groups. The Transit Transfer Center contract was awarded recently, and work has begun on that project in Downtown Hagerstown. The aging Trego Road train station, in danger of collapse into the roadway, has been demolished through a joint County-state project. Also—County Clerk Vicki Lumm on County Advisory Boards and Commissions and the need for applications.

A new method of calculating property tax rates affected tax bills that went out on July 1st. Some municipal residents saw as much as 12 and a half cents reduced from the tax portion which the County collects. Murray talks about the “Tax Differential” and about other new tax programs that may benefit County Citizens.

Talking REC. Summer is here and Washington County Recreation programs are in high gear. Recreation Director Jaime (JAMIE) Dick talks about the registration process, new programs, special events, and league play for youth and adults. Of interest is replacement of the indoor track at Hagerstown Community College’s ARCC, home of the REC that will impact some programs. Plus--if you live in one of Washington County's 9 municipalities, your property tax rate will go down effective with tax bills on July 1st. The "Tax Differential" will lower the county portion of property taxes collected in the City and the towns by 12.5 cents per $100 of real property value. Hear about it here!

This year’s total budget, balanced at 547 million is almost 51 million less than 2010 due to state cutbacks and other economic issues. Murray talks about challenges the county faced this year.

‘This time on Commissioners’ Comment, Director of Washington County’s Permits and Inspections Department Dan DiVito talks about the Residential Stimulus program pout into place by the County Commissioners to help create jobs in a sector of the local economy hard hit by the recession. Homeowners were encouraged to build new homes, make additions, and install energy saving appliances, doors, windows, solar and wind systems, through incentives including lowered excise tax, reduced permit fees and recordation tax waivers for a three month period. The result—three times the new home starts than the same time period one year ago. All about this program in this edition of the program. Plus—a heads up to those traveling into and out of Washington County on I-81 and U.S. 340. The Maryland State Highway Administration plans to make repairs to bridges over the Potomac on both of those highways this spring and summer.

The County’s Consolidated Booking facility means that the processing of people arrested by law enforcement in Washington County is in a single location, meaning the officers can more quickly return to patrol duties. The Consolidated 9-1-1 Center means that all public safety dispatching takes place from one location, rather than four. Complete radio interoperability is nearing fruition. Law enforcement, public safety and county personnel will be able to utilize the same radio frequency, improving communications in times of emergency.

Barr highlights accomplishments by the County during calendar year 2009 in General Government, Environmental Management, Public Works, Transportation, Planning, Public Safety, Recreation, Education and Economic Development. Education highlights include national honors (U.S. Superintendent of the Year), for Dr. Betty Morgan, four nationally ranked high schools, and major renovations to the Washington County Free Library. Challenges lie ahead in tough economic times, Barr says, and outline4rs what the County is doing towards austerity in budgets.
